This session will provide participants with training mandates for the Illinois Law Enforcement Training and Standards Board as they relate to investigating vehicles with temporary registration permits. The course utilizes language directly from the associated Illinois Compiled Statutes, Illinois Vehicle Code, and Illinois Administrative Code. This course is designed all law enforcement personnel.
COURSE GOALS:
- Review new and amended laws of the Illinois Vehicle Code (IVC) and Illinois Administrative Code (IAC) related vehicle registrations, to include Illinois Temporary Registration Permits (TRPs).
- Review what fraudulent and fictitious temporary registration permits are and the reason for their occurrence.
- Review authentic and fraudulent Illinois, Indiana, Iowa, Kentucky, Michigan, Missouri, and Wisconsin TRPs.
- Review other commonly seen fraudulent temporary registration permits in Illinois (State of Texas’ & State of Tennessee’).
- Understand the resources available for assistance with registration investigations.
COURSE INSTRUCTOR:
Investigator Chris Fulscher, Illinois Secretary of State Police, Illinois Statewide Auto Theft Taskforce
Chris is a sworn Investigator for the Illinois Secretary of State Police (ISSP) assigned to the Illinois Statewide Auto Theft Taskforce (ISATT) based in the central Illinois area. Prior to his ISATT assignment, he was in the Training Section and Field Operations Division of ISSP. He has several instructor certifications and provides in-service training to investigators assigned to Field Operations Districts and Specialty Divisions within ISSP.
